This shows how to get free wifi tethering. The name of the application is "FoxFi" and does not require that your phone is rooted. It uses the same data plan that your internet data uses. I know this works with a 3G connection, but I did not test a 4G connection.
This can also do bluetooth tethering but that can be someone else's video.
