Naturally the app is designed for people who purchased the Pip-Boy Edition of the game, but anyone with a copy of Fallout 4 for Xbox One, PS4 or PC can download it and connect it via their home network to the game. All of the functionality of the in-game Pip Boy is replicated and changes happen in real time. It's seriously impressive stuff and great for hardcore fans of the series.
